Empowerment

For the first time, Ladakh has the opportunity to develop a democratic structure from village to district level under the new Union Territory (UT) administration. To overcome bureaucracy issues, policy formulation hurdles, and decision-making excluding local sensitivities, an appointed committee will detail the ‘functional assignment’ of LAHDCs in both districts of Ladakh. This would provide a framework for allocating resources to various levels under different sectors and bring out a plan for the region’s socio-development issues.

GOAL

To increase people and youth participation in the devolution of power under the new UT administration, also design and drive a developmental model that is best suited for the Ladakhi way of life.

LNP's outcome indicators for the upcoming strategic period

  • A better understanding of the UT administration, functionalities, structures and its implication on the Ladakhi society
  • Effective devolution of funds, power, functions to local bodies and conversions of development programs, particularly at Gram Sabha level
  • Number of people trained in critical field-level functionaries to focus on people-centred and participatory approaches to developmental planning
  • Improved understanding of the inclusion of SDGs and Human Development Indices (HDI)
  • Youth and communities sensitised and capacity strengthened of Gram Sabha
  • Village Development Plans (VDP) developed with a number of people trained in bottom-up planning approaches and better decision-making exercises
  • Enhanced networks and partnerships for the development of entrepreneurship programs
  • Enhanced interactions between youth and industry stakeholders
  • Better documentation and sharing of knowledge of existing entrepreneurs and micro-enterprises to increase awareness among youth
  • Number of cluster-level entrepreneurship training in collaboration with resource institutes, Halqa Panchayat and Block Development Council
  • Entrepreneurship Development Program curriculum included in secondary-level education institutes
  • Enhanced incubation and financial support to budding entrepreneurs
